North Dakota is one of the few states where a transfer tax on land is flatly prohibited — its Constitution bars the state, counties, townships and cities from imposing any sales or transfer tax on the transfer of real property (N.D. North Dakota property taxes come due on January 1, the first installment must be paid by March 1 to avoid penalty and the second by October 15 (N.D.C.C. §57-20-01).
