    Pennsylvania charges a 1% state realty transfer tax on the value of the land (72 P.S. 8102-C), and nearly every municipality and school district adds a local realty transfer tax on top — usually another 1% combined, more in some places.     Pennsylvania real estate tax bills carry a discount of at least 2% if paid within two months of the notice and a penalty of up to 10% after four months (72 P.S. 5511.10), and anything unpaid on December 31 is delinquent and returned to the county Tax Claim Bureau (72 P.S. 5860.102). Once a claim has sat unpaid for about two years, the bureau can expose the land at its annual upset sale, and outside Philadelphia and Pittsburgh there is no redemption once the sale happens (Real Estate Tax Sale Law, 72 P.S. 5860.501(c), 5860.601).     A lot of rural Pennsylvania land is enrolled in Clean and Green, which taxes farmland and forest land (generally 10 acres or more) on its use value instead of its market value (Act 319, 72 P.S. 5490.1 et seq.). If the land is later split off or changed to a use that does not qualify, roll-back taxes come due for up to seven years, plus 6% simple interest a year (72 P.S. 5490.8). That is something to know before closing, and something we account for plainly in our offer. The assessed value is a tax figure, not a price, and we never price a parcel off it.
